Dmitry Medvedev, Russia’s president on free software

If Russia will not be independent of the software, all other areas in which we want to be independent and competitive, will be jeopardized.

Packages of free software, developed for educational institutions, are being tested in three pilot regions. From September 1 on the computers of at least 50% urban and 20% of rural schools in the Tomsk region, Perm Krai and the Republic of Tatarstan is the ACT. One of the most visible consequence of informatization of educational institutions, which included equipping all schools in Russia at least one computer laboratory with internet connection at a speed of 128 kbit / s, was the snowballing growth of claims against the purity of the licensed software on computers, educational institutions. The prolonged trial, which was named “Ponosov’s” - named director of a village school, is accused of illegal use of software company Microsoft - has aroused a broad resonance among both Russia and foreign audiences. These events and a wave of lawsuits to educational institutions, filed in courts in different regions of Russia, served as a catalyst for large-scale project to develop distributions for CPO for use in educational institutions of the country.

In July 2007 the Bureau of the priority national projects, an initiative of the Ministry of Communication of Russia on the development of the national package of free software. “If Russia will not be independent of the software, all other areas in which we want to be independent and competitive, will be jeopardized,” - then said Dmitry Medvedev. The amount of funds allocated under the federal budget for development and implementation of open source software in the pilot regions amounted to 59.5 million rubles. In 2009, the installation of domestic software on all PCs and adaptation of previously developed applications for its use is expected to send 650 million rubles.
