FTP and Cyrillic in filenames

Old sad ftp long been obsolete, but is widely used for many reasons (actually, why not?).

However, current users, spoiled by modern technology, and strive to fill in the ftp files in a Cyrillic encoding. Who has not met the ftp-resource with lots of files, some of which are stored in cp1251, others in koi8-r, and others - in translit (and many here think kindly of adherents translit)?

Of course, sensible ftp-client (like lftp) and can be applied here, but … But the mess, sir!

Can anything be done? Can and should.
